Hilda Barg Homeless Prevention Center (HPC) & Cooperative Council of Ministries (CCoM)
The Beginning
Five churches began the Prince William County Homeless Program in 1987.  The homeless were first housed in churches on a rotating basis and staffed by volunteers.  The Cooperative Council of Ministries (CCOM) partnered with the County and Volunteers of America to open the first Homeless Prevention Center in 1990.  The current Center, located at 14945 Jeff Davis Highway, was opened in 1999 and CCoM continues to coordinate over 70 churches, civic/scout groups, and businesses to ensure that meals are provided three times a day, 365 days a year.  If your church or group would like to participate, please click on "Contact Us" and send us an email.  Thank you in advance for your generosity. 
Several of the programs to help homeless residents
already in place by ACTS across Prince William
County, Manassas, and Manassas Park, will be also
be utilized at the Hilda Barg Shelter including a
employment training program, and assistance
 with personal financial management and helping
those at the shelter back on the road to having
a home of their own. ““You don’t want to have a
 homeless person stay homeless, that doesn’t
